Actually for me, the biggest problem wasn't levels, it was a lack of PP given how you couldn't reset your health after each fight, so some of my high-powered moves had to be used somewhat judiciously (it wasn't something I was thinking much about before going into the arena...and once you are in...it's too late...you got to ride or die with what you have).
You can beat the Elite 4 with Pokemon in the very high 30s and low 40s.
Most people who grind in a normal way and take all the trainer battles up to that point will have pokemon in the low-mid 40s (and some rare candies, if you were smart and save them to be used at high levels, where they have the most impact).

That's impressive, although you were likely older than me by a meaningful number of years at the time of our first play throughs, I may have had an easier time if I wasn't fairly young. I initially blitzed through the game as quickly as possible and matchup abused every gym so my team simply wasn't where it needed to be after victory road. I think I was also too Charizard-reliant and he wouldn't obey me at a certain point because I hadn't won enough gym badges (although this might have been from a Fire Red play through, I don't remember if that mechanic was in the original game).

I definitely didn't have a clue about the optimal time to use Rare Candies during my first play throughs. I probably used them to build a team of Raticate's as quickly as possible or something equally retarded.

If you were just chilling at 50 percent health with a fainted pokemon or two...tough luck...you got to fight the rival who was totally fresh. That aspect was a crock of shit.
I nearly lost to him on Nugget Bridge specifically because of that factor, which would have sent me into a rage and tears.

Oh yeah, how the heck did you survive that or the SS Anne encounter? Some of those you would naturally have healed prior to (arrival in Lavender Town, post-Giovanni gym battle) but those almost always came after you had just finished battling a bunch of dudes. I definitely died the first time on arrival in Cerulean.
Are you familiar with the theory that you kill your rival's Raticate on the SS Anne? Because after that battle, he's never in your rival's rotation again, etc.
