I think it's safe to assume the police were justified.

I am leaning that way, but there's always that 1% chance and shoddy camera angles that can make it appear that the cops shot in cold blood

Cleve, that guy was armed and had threatened to shoot the officers before walking away from them. If they felt that he was a threat, it would have to be based on him walking towards a gas station where he could have possibly shot at innocent people.
