When the Byzantine Emperor forced conversion of Jews, many fled and resettled in the Khazar Empire. The Byzantines did not trouble the Khazar Empire because the Khazar Empire provided a buffer against the mooslimes and the later turks who converted to islam.

There was a huge influx of Russian Jews, many of whom's "Jewishness" is tenuous at best.
The Law of Return is a beautiful thing that unfortunately must apply to "converts" as well as true Jews. I assume you know this but your phrasing makes it sounds like it is a law specific to converts.
