Since Assists alone don't even begin to scratch the surface, how in the world do we measure the Passing skills of a player with any degree of accuracy AND consistency?

There is no tangible way, but generally speaking the better passers are recognized by those who watch and are capable of identifying what good passing is... ie, not idiots like the op.

We could probably count the number of passes they make to teammates that lead directly to a basket, and then apply that standard equally to all players.

Get turnovers two separate categories - 1) bad passes and 2) fumbling the ball away.

The NBA should have a separate category for hockey like assists and assists that lead to three pointers.

Why?
Not everything needs to be quantified. That's what makes sports fun and entertaining. There are too many variables that would simply put too much noise into trying to measure passing.
Just use your eyes. You can tell who can/will pass and who can't/won't.
