Pretty much yes. Theoretically Hamas could be wiped out in their tunnels with air strikes and bunker busters but not without massive loss of civilian life, so the ground operation is necessary. IDF has made multiple preliminary entries into Gaza over the last few days with armored bulldozers and tanks but it has just been preparatory, the official ground operation has not begun.
