Wow, tough question. I have some bias for sure. As does TDK when discussing the subject matter.
I'd have to give the nod to the Seahawks. TDK wants to use PPG as his crutch, but what was the average team scoring back in 85? The deviation from the mean was much greater for the stinginess of the Hawks defense in regards to PPG. They also just held what could quite possibly be the most prolific offense in history, COMPLETELY in check. 8 freaking points? They averaged 39.5 per game this year. That's simply domination, and on the grandest of stages. This defense was absolutely incredible! 13' Hawks.
