It could also help blow out games to end quickly instead of dragging it out and throwing the deep bench players out there for 5 minutes. That could be seen as a negative I guess but I think I prefer it.

Why are teams just going to forget how to score in the 4th quarter? It's not like they are going to be required to score 40 points. It'll probably be something like 20-25 points they'll have to score in the 4th. Teams don't typically have problems reaching that number.

It's also possible they could blow a 20 point lead and the game go 3 overtimes. Both are outliers, and something you won't see too often. Like Carl said, you test it more to work out the kinks and expose the weaknesses, but I doubt that quarters will go 18 minutes too often. Probably about as often as we see a multiple OT game.

They earned the right to put it in cruise control. The first 3 quarters actually did happen. Forcing a team that has clearly been better for 36 minutes to continue playing starters in order to hit some fictitious number is unnecessary.

The appeal was simple to Elam. He loves basketball, and he would like to see more of it. The start-and-stop hacking at the end of close games isn't basketball. A trailing team could never use that strategy under Elam's system; they would be giving away points to a rival that needed only seven to win. They would have to play real two-way basketball, and play it really, really well over a condensed period. Most games would end in baskets -- exciting!
He chose seven points because it amounts to about 1/16th of a typical team's per-game scoring output, just as three minutes amounts to 1/16th of an NBA game. He tinkered with more mathematically complex methods of calculating the target score, even some that would vary from game to game, but ultimately found that basic worked better. (This is not dissimilar from how Danny Biasone chose the length of the 24-second clock.)
The foul-out problem is a big issue in it as well.
But we're arguing in circles now. I'd be shocked to see it implemented in any way even in the preseason. I personally don't like it, but to each their own.

The clock is a factor in team's blowing 20 point leads. It's hard to be outscored by 20 in a 12-minute period.
