Not sure if the Suns would send players to a division foe to help them with cap space to get better. And I'm not sure if you can swap picks after they've already been included in a trade but the Suns have 2 of the Lakers picks the next two drafts for the Nash trade.

B) Lakers can "dump" Gasol any time that they want to and if they want it to happen it will happen. Suns can benefit or not. Gasol has been playing like a top-5 PF lately.
