The memo is a few highlights drawn from a very large body of evidence collected from the FBI and the Justice Department by the Inspector General of the Justice Department, and the NSA, among others, over the last year.

They were spying on Trump and his campaign, illegally, using fraudulently obtained FISA warrants relying on the strength of almost completely made up documents that Hillary and the DNC paid a law firm to obtain from Fusion GPS, which paid a foreign agent to source from the Russians.

This was done in order to ham-string and hopefully remove President Trump from office so that he doesn't expose what they did, and a whole laundry list of other stuff they've been trying to keep quiet for a long time. They all thought Hillary was going to win, so this effort was the backup plan.

The executive summary of that is basically that yes, they were spying on President Trump and his entire campaign through the use of multiple secret warrants and wire taps, and human intelligence (at least one FBI/CIA plant within the Trump campaign/orbit), but they had to keep all of that super secret so that President Trump's claims of being spied on by the Obama administration wouldn't be given any merit. This is their defense.

Now the NY Times article tries to obfuscate all of that and make it look like it was all on the up and up. It's flack being put up in order to get out in front of the next Justice Department Inspector General report, which was just announced would be available to the principals involved in draft form by the end of the week.

That one is supposed to be a pretty big deal, and unlike the Mueller circus, it's been pretty low profile. The reason the two things are so closely linked is because pretty much the exact same people who ran the Clinton investigation, immediately turned around and put together the "Muh Russia!" insurance plan/"investigation".

I suspect the IG report won't live up to the hype it's getting in some sectors, but it could be earth shaking if the investigation was conducted with integrity. We'll see. Things are accelerating now.
