It appeared a facemask from the refs perspective given Rodgers moved his head in the same direction as the pull.
That said, Lions can't blame this loss on anyone but themselves. With Rodgers getting the pitch and nobody behind him you just have to wrap him up around the body and don't reach anywhere near his head and the game is over.
