Because it isn't about how great the host city is its about the $$$ to the Olympic committee. As long as they get their pockets filled, they can careless about preparation of the games. You think Rio in 2016 will be any better? Highly doubt it

I read they're not even done building the Olympic village (where the athletes live). Opening ceremonies are tomorrow and these athletes don't have a place to stay.
