Probably a Switch.

It can also connect to a TV depending on the version you buy but they also sell one that is just a handheld and is cheaper.

You're not going to know how to load and play games on a Steamdeck, and a Switch is too much of a jump up from a Gameboy Color, it would fry your circuits. I'd recommend getting a 3DS, great library of games and probably accessible for you technologically.

What games are you trying to play?

I remember my father being very anti-video game for me growing up, and then me walking downstairs late at night to catch him playing Mortal Kombat and calling the computer "a faggot". He also played Desert Strike (he used to be in the Air Force), and was legit into it.

Stars, you should buy the original Pokemon Red/Blue, or maybe Yellow and become a Pokemon Master (after your GB is fixed)

That would be better for stars but the Retroid is a better device. Also he needs something preloaded because he won't know how to download or emulate anything.
