I think its a good idea but how would they decide which dog breeds would require licensing? Many dog attacks happen because the smaller more aggressive dog antagonizes a bigger dog resulting in the bigger dog lashing back and causing damage, but had the small dog gotten proper training a situation like that could be avoided.
