There would be deaths if the cops approached the situation right now. The other angle is that by letting that non-residential area be the concentrated targeted area... it keeps other areas throughout the cities that were threatened earlier today safer. Don't know if that's super successful, the looters are in St. Paul, too. A buddy's business is in jeopardy.
[Note: I know about a dozen Minneapolis firefighters, almost all of them were teammates/friends in some capacity from high school. Personally, I'd like to keep those boys safe.]
