Disgusting shit, but this isn't really new. They've been doing this for years, and pump the fish with antibiotics once they're ready to harvest them. I no longer eat asian farmed fished for this reason.
I remember watching an episode of Dirty Jobs where they did work at a Fish Farm. During the episode, they explained that they would buy talapia in each tank to eat all the fish poop and clean them out. They would then sell the talapia to local markets to sell to customers. Nobody thought that was strange. I don't know why this is a big deal now.
