IMO flopping is nothing more than a veiled confession that your're quitting conventional means of playing, simply because your opponent is beating you too much this possession.
So when a player flops, that is his admittance that he lost the battle.

It depends on the type of flop. If a player gets the ball stolen from him, then flails his arms a la Kobe style, that is admitting you are getting beat. If a player is defending the other team's best player who is in foul trouble and flops to try to get the player sent to the bench, that's ref baiting (something Divac was a master of). There are different types of flops.
